Background and Discussion:

HLSR grants Harris County the right to access and use the Parking Lot in exchange for Harris County entering into this Agreement, the terms and conditions of which are set forth in the agreement. Harris County acknowledges that its use of the Parking Lot is not intended to and shall not preclude HLSR from continuing operations on its adjoining acreage and that HLSR's operations may necessitate occasional access across the Parking Lot during the life of this Agreement.

 

Expected Impact:

Prior using the HLSR parking lot at 2000 Reed Rd., Public Health Services administered over 400,000 COVID-19 vaccinations at NRG Park. This parking lot is located near NRG Park and provides continuity of operations and a familiar area to which the residents of Harris County could easily navigate to for vaccinations and /or testing. 

 

Alternative Options:

If no action is taken on this item, Public Health Services would need to relocate to a less accessible location, serving fewer people, causing a significant drop in PHS’s ability to vaccinate large numbers of residents.
