Request for approval to decree that the Quitman Street Overpass (Hardy Toll Road Downtown Connector) serves a public purpose and public necessity requiring that the Harris County Real Property Division be directed to acquire the identified thirteen (13) fee simple tracts, with a combined total acreage of approximately 1.3 acres, using eminent domain if necessary (Precinct 1).

Background and Discussion:
The Hardy Toll Road Downtown Connector Project is planned to extend the Hardy Toll Road from its current terminus at IH 610 North into downtown Houston. As part of the project, Quitman will be grade separated over the UPRR corridor to maintain local connectivity including construction of a turnaround. In order to do this, additional right-of-way (ROW) is necessary. The ROW to be acquired is a mix of vacant, residential, and railroad properties located between West and Stevens Streets.
Expected Impact:
Acquiring these properties along with the commercial properties previously approved will allow the design of the local streets to provide better community access across Quitman where residential property is adjacent to commercial property.
