Background and Discussion:
On February 9, 2021, Harris County Commissioners Court approved the Community Services Department’s submission of the Fiscal Year (FY) 2021 Annual Action Plan (AAP) to the U.S. Department of Housing and Urban Development (HUD) based upon the FY2020 HUD entitlement allocations of $19,808,337. On February 25, 2021, Harris County received a funding allocation letter from HUD in the amount of $20,075,894 for the program year March 1, 2021 to February 28, 2022 (PY2021) Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). Then on May 3, 2021, HUD notified Harris County that modifications to the FY 2021 AAP would be required in order to complete their review of the FY 2021 AAP and release the FY 2021 grant agreements for CDBG, HOME and ESG. On May 13, 2021, Harris County received notification from HUD that there was an error in the formula calculation that affected the Community Development Block Grant (CDBG) entitlement program. The Community Development Block Grant (CDBG) allocation was increased by a total of $210,030. Finally, on August 18, 2021, HUD provided notification of acceptance and approval of the PY2021 Annual Action Plan (AAP) with the total amount of $20,285,924 in HUD Entitlement funds and transmitted FY2021 Grant Agreements for the CDBG, ESG and HOME Programs. The awarded allocation amount for each program is below.
Expected Impact:
Approval to execute grant agreements for CDBG, HOME and ESG will provide $20,285,924 to Harris County for the implementation of the PY2021 Annual Action Plan HCCSD) to assist low-to moderate income individuals and communities by providing and supporting community programs, facilities, and services through the distribution of HUD Entitlement funds.
Alternative Options:
There are no alternative options as the execution of the HUD Entitlement grant agreements for CDBG, HOME and ESG are necessary to receive the awarded funding.
