Background and Discussion:
The purpose of this Preliminary Engineering Report was to analyze potential configurations of the TC Jester Stormwater Detention Basin, HCFCD Unit K500-23-00 and was prepared by Pacheco Koch and is entitled “TC Jester Detention Basin HCFCD Project ID: K500-23-00-E002 Preliminary Engineering Report” dated July 28, 2021. The purpose of this project is to reduce the risk of flooding along Cypress Creek. A community engagement meeting was held for this project on June 16, 2021.
Expected Impact:
The Cypress Creek Watershed Major Tributaries Regional Drainage Plan by Michael Baker International, dated February 2020 recommended 26,546 acre-feet of detention volume throughout the Cypress Creek Watershed. The proposed TC Jester stormwater detention basin will provide more than 900 acre-feet of new stormwater detention volume.
Alternative Options:
The alternative should this PER not be approved is that we could not proceed to the final design phase of this project and revert the property, which is already owned by the Flood Control District, to floodplain preservation.
