This agreement allows the contractor to enter the property to excavate and remove material at no cost to HCFCD.

This agreement will benefit HCFCD because excavation and removal of material is the highest cost associated with detention basin construction.

No action will require HCFCD to spend more funds to excavate the detention basin when the project is ready to move to the next phase.
