Background and Discussion:

On December 3, 2019, Harris County Commissioners Court had approved the budget of $1,204,056.11 for the Child Sex Trafficking VOCA funding support for the grant period of October 01, 2019 through September 30, 2021. The Child Sex Trafficking program is a program of Harris County Resources for Children and Adults (Formerly Harris County Protective Services). The objective of the TRIAD Child Sex Trafficking Program is to provide one-stop shop oriented support utilizing a multi-disciplinary team of experts to address the complex needs of minor victims of child sex trafficking and exploitation in the Harris County area. A one-time emergency waiver of the federally required match contribution was waived by Governor Greg Abbott on April 8, 2020.


Expected Impact:

Resulting from the COVID-19 Pandemic, some of initially planned activities, hiring of personnel and trainings were either cancelled, delayed, or postponed. Therefore, we were not able to fulfill some of the budgetary line item expenditures during the grant period, and these funds we are de-obligating.
