Background and Discussion:

In 1987, Congress passed the first federal law specifically to address homelessness. The Stewart B. McKinney Homeless Assistance Act of 1987 later renamed the McKinney-Vento . Homeless Assistance Act provides federal financial support for a variety of programs to meet the many needs of individuals and families who are homeless. The housing programs it authorizes are administered by the U.S. Department of Housing and Urban Development's (HUD) Office of Special Needs Assistance Programs. To spur community-wide planning and greater local coordination of resources and applications for funding, HUD subsequently required local communities to begin submitting a single comprehensive application to HUD annually for HUD funding, entitled the Continuum of Care (CoC) process.

In 1992, the Houston/Harris County CoC decision making body, The Collaborative, was formed and consisted of three parties-the Harris County Community Services Department staff, the City of Houston's Housing and Community Development Department staff, and the Coalition for the Homeless Houston/Harris County staff. Since that time, the role of the Collaborative has been limited to the tasks needed for the successful submission of the CoC grant application to HUD on behalf of service providers in the Houston and Harris County jurisdictions, which recently has been expanded to include Fort Bend County as well.

In 2009, with the passage of the 2009 Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act, requirements for expanded local coordination and collaboration were put into place related to all federal funding to prevent and end homelessness. To aid certain communities in the implementation of the HEARTH Act, HUD designated ten (10) Priority Communities across the nation, of which the Houston/Harris County/Fort Bend County CoC was one of the ten. Through a series of meetings and workshops over the last several months, CoC providers, stakeholders, consumers, and funders facilitated by HUD technical assistance providers have recommended a new, more transparent, and expanded CoC decision making structure. This new structure includes the former representatives of the Collaborative as well as representation from the local housing authorities, service providers, businesses, faith-based community, private, philanthropic funders, and public agencies that provide services to people experiencing homelessness, at-risk of homelessness, or the formerly homeless.

 

Expected Impact:

CSD serves as the county’s representative to the CoC Steering Committee to plan and coordinate HUD’s homelessness assistance funding to end homelessness.
