Background and Discussion:

Following Commissioners Court’s July 28, 2020 authorization to accelerate planning and development for the permanent transition of the operations of the Toll Road Authority to an all-electronic roadway environment, the December 15, 2020 Commissioners Court authorized through Harris County Purchasing department the solicitation for qualifications to provide professional engineering services to accomplish this transition.  On June 29, 2021, Commissioners Court authorized negotiations with Entech Civil Engineers, Inc. (an HUB/MWBE). 

 

The Program Management Team will be responsible for providing program-engineering services, overall program management, project supervision, scheduling, administration, and oversight of individual project development documents produced by other firms, maintenance of program documents and possibly website materials, and public engagement/communication program for the permanent transition of Toll Road Operations to an all-electronic roadway environment.  The Program Management Team will consist of the following firms:

 

1)                     Entech Civil Engineers, Inc. (HUB/MWBE) - Overall Program Management/Project Supervision

2)                     Atser, LP (HUB/MWBE) - Geotechnical Services

3)                     BGE, Inc. - Traffic Management and Fiber Network Services

4)                     Binkley & Barfield, Inc. - Utility Coordination, Subsurface Utility Engineering, Private Utility Design.

5)                     Concept Engineers, Inc. (HUB/MWBE) - Structures Support

6)                     Landtech, Inc. (HUB/MWBE) - Surveying Services

7)                     Outreach Strategists, LLC (HUB/MWBE) - Public Engagement Services

8)                     Taylor Construction Management, LLC (HUB/MWBE) - Construction Management Services

9)                     Versa Infrastructure (HUB/MWBE) - Scheduling

10)                     WSP USA, Inc. - Tolling Solutions, Plaza Designs and Business Rules/Operations

 

The total MWBE participation for this agreement is 72.6%.

 

To maximize participation in the transitioning to an all-electronic roadway environment, there will be additional opportunities for detailed design and construction to implement at a later time.

 

Fiscal Impact:

Funding for this request will come from the Toll Road Authority.
