Request by the County Judge for authorization to accept an amendment from the Office of the Governor/Homeland Security Grants Division to deobligate FY 2020 Urban Areas Security Initiative grant funds in the amount of $425,000, with no required cash match, for the FY 2020 NRG Regional Event/Incident Command Operations Program.

Background and Discussion:
This grant was funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division for the NRG Regional Event/Incident Command Operations. Due to COVID, there is an impact to revenue necessary to complete a portion of this project. The County will reapply to secure incident command activities in the future. The funds will be reallocated to active Urban Area Security Initiative grant awards to assist state, local, tribal and territorial efforts to prevent, protect against, mitigate, respond to and recover from acts of terrorism. These grants will provide resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. The County has received funding from this grant program since 2002.
Fiscal Impact:
If accepted, the County will deobligate and later reallocate $425,000 in supplemental funding to Universal Services, Sheriff's Office, and Fire Marshal's Office projects that would impact the County's communication and other essential equipment while responding to terrorist events and other emergencies.
