Background and Discussion:

The feasibility study and conceptual design effort would focus on two potential reservoir locations within the Spring Creek watershed.  This project is proposed as a continuation of the Spring Creek Siting Study, which is currently being completed as a sub-task to the San Jacinto Regional Watershed Master Drainage Plan project being performed by the Flood Control District and supported by the San Jacinto River Authority (SJRA) and other regional partners.  The SJRA received a grant from the Texas Water Development Board’s Flood Infrastructure Fund for $1,000,000 with a required local match not to exceed $500,000.  The District would be a funding partner and the SJRA would lead the project.  The maximum amount of funding requested from the District is $225,000.

 

Fiscal Impact:

The agreement is for up to $225,000 and will be funded out of the Districts Bond Program, Bond ID C-118.

Alternatives:

The alternative would be not to enter this agreement with the San Jacinto River Authority and identify another funding partner.  This could jeopardize the receipt of grant funds and delay the project. 

 

Alignment with Strategic Objective:

SO1.1 - Continuously plan CIP projects to improve conveyance capabilities of Harris County through addition of assets to District infrastructure and improving existing assets within District’s existing infrastructure.

 

SO2.1 - Reducing flooding risks across Harris County by completing projects in the 2018 Harris County Flood Control District Bond Program by 2030.
