Recommendation to execute an interlocal agreement with the San Jacinto River Authority, City of Houston, Texas, and City of Humble, Texas for the Upper San Jacinto River Basin Regional Sedimentation Study partnership project. Funds are available in the amount of $162,500. (San Jacinto River Watershed, Bond ID C-50, Project ID G103-00-00-Y007, Agreement No. 2021-136, Countywide).

Background and Discussion:
This feasibility study will be led by the San Jacinto River Authority. The District is a funding partner for up to 50% of the required local match. This work effort is partially funded by a grant from the Texas Water Development Board through the Flood Infrastructure Fund which will provide up to $750,000 with a 50% local match requirement of $375,000. The purpose of the study is to identify potential location(s) to construct one or more sand traps along the San Jacinto River and its tributaries upstream of Lake Houston. Allowing sediment to accumulate in a designated location(s) will reduce long term operation and maintenance costs.
Fiscal Impact:
The agreement is for up to $162,500 and will be funded out of the 2018 Bond Program, Bond ID C-50.

The alternative would be not to enter this agreement and identify another partner. This could jeopardize the receipt of grant funds and delay the study.
Alignment with Strategic Objective:
SO1.1 - Continuously plan CIP projects to improve conveyance capabilities of Harris County through addition of assets to District infrastructure and improving existing assets within District’s existing infrastructure.
SO2.1 - Reducing flooding risks across Harris County by completing projects in the 2018 Harris County Flood Control District Bond Program by 2030.
