Background and Discussion:

On March 27, 2020, the President signed the Coronavirus Aid, Relief, & Economic Security (CARES) Act to help communities respond to the COVID-19 pandemic.  CARES included funding to add capacity to the U.S. Department of Housing & Urban Development (HUD)’s Emergency Solutions Grants and  Community Development Block Grants.  The Coalition for the Homeless (CFTH), as lead agency to The Way Home CoC, has recommended the rapid expansion of housing to individuals experiencing homelessness.  The Community-wide COVID-19 Housing Program (CCHP) will do this in several ways, including via a “Bridge” to Permanent Supportive Housing and “Diversion Services”.

On September 29, 2020, Harris County Commissioners Court approved agreements with four (4) eligible Subrecipients to administer Bridge to PSH and Diversion projects.  The initial term of these agreements ended on February 28, 2021.
