Transmittal of a report for review and discussion of proposed storm recovery programs and addressing critical housing damage experienced by homeowners and renters during Winter Storm Uri (via support to landlords).

Background and Discussion:
On March 30, 2021, Commissioners Court authorized the Harris County Community Services Department to develop proposals that address critical housing repairs created by Storm URI. Four proposed programs are presented to Court for consideration:
* Payment of insurance deductibles for select homeowners and select landlords.
* Landlord Critical Repair Grant Fund to address emergency repairs of select units.
* Landlord Repair Loan Fund to address necessary repairs above the amount covered by insurance awards.
* Emergency Repair Program to be a future program, capitalized by CDBG funds, that will be prepared to stand up in the event of a disaster.
