Background and Discussion:
Harris County established a $61.4 million Direct Assistance Program using CARES funding and contracted with Catholic Charities of the Archdiocese of Galveston-Houston to administer the program. This amendment allows Catholic Charities or its subcontractors to share data with LEO, who will be comparing outcomes for those who were randomly selected to receive funds against outcomes for those who were not selected to receive funds. This research can provide critical guidance to policymakers and funders about how to best support residents and has the potential to inform future rounds of emergency funding.
