Request for approval of an updated financial framework to fund 100% of the Road & Bridge Subdivision Drainage Program in the 2018 Flood Control Bond Program.

Background and Discussion:
The Road and Bridge Subdivision Drainage Program is a critical part of the 2018 Flood Control Bond Program and could reduce the risk of flooding to more than 45,000 homes. The current funding framework for the Program depends on receiving competitive partner funding. The new framework uses available County road & bridge funds to provide initial funding for near-term project starts and a backstop to fund projects that do not ultimately receive partner grants. It also preserves Flood Bond funds for Flood Bond projects that mitigate channel flooding.
Fiscal Impact:
There may be a potential negative fiscal impact from waiting only until August 2021, rather than indefinitely, for partner funding, but it is not possible to estimate. Otherwise, the fiscal impact is expected to be neutral assuming all Subdivision Program projects are completed. The mix of funding sources would change, but not the overall amount.
