Background and Discussion:

In accordance with 24 CFR Part 91, the Consolidated Planning regulation, the U.S. Department of Housing and Urban Development (HUD) requires that all participating jurisdictions have a long-range Consolidated Plan and all participating jurisdictions must provide an annual update to the Consolidated Plan. This one-year plan (Annual Action Plan) must explain how the jurisdiction will address its service area residents’ needs, community revitalization efforts, and the goals and objectives of the Consolidated Plan over the next program year (PY2021) for Harris County’s Entitlement Grants for the CDBG, ESG and HOME programs. The PY2021AAP proposes to fund a total of thirty-eight (38) projects, not including program administration and unprogrammed funds, for a total of $12,914,045.

 

Fiscal Impact:

Acceptance of the HUD allocation allows Harris County to submit the PY2021 Annual Action Plan in IDIS to HUD by April 25, 2021. After approval, HUD will issue grant agreements for PY2021 CDBG, ESG and HOME programs estimated to total $20,075,894. The addition of estimated program income and prior year funding brings the total PY2021 AAP to $21,066,494.

Alternatives:

No action would result in Harris County not meeting the requirements to submit the PY2021 Annual Action Plan to HUD and the county would not receive the PY2021 Entitlement Grant funds allocated.
