Request by the Justice Administration Department for authorization to accept an amended Data Use Agreement with the Research Foundation of the City University of New York Institute for State and Local Governance as part of the currently pending renewal application to the MacArthur Foundation for the Safety + Justice Challenge Grant.

Background and Discussion:
Harris County has been participating in the Safety + Justice Challenge (SJC) since 2016 awarded by the MacArthur Foundation. The SJC work is increasing focusing on knowledge development and producing research that informs the field about effective strategies for reducing jail incarceration and racial and ethnic disparities. The attached amended DUA incorporates language naming the specific mechanisms for advancing this research. This amended DUA also streamlines and aligns data sharing with the SJC initiative’s updated framework.
