Background and Discussion:
Established in 2003, the Old Town Spring Improvement District (OTSID) is a special purpose tax district for all entities within the boundaries of Old Town Spring. The District's funding is received from 1% of customer sales tax from sales made within the boundaries of the District. OTSID is governed by a five-member Board of Directors, consisting of both appointed and elected members who manage the District's operations.
