Request for approval of amendments to the Harris County Personnel Policies & Procedures.

Background and Discussion:
Amendments to the Harris County Personnel Policies & Procedures are attached for approval and address the following:
* Adds a definition for Calendar Year
* Revises accrual of Family Sick and Wellness Leave from Payroll Year to a Calendar Year, which corresponds to current processes
* Updates the Breastfeeding/Lactation policy in accordance with standards set forth by Texas Health and Human Services' Texas Mother-Friendly Worksite Program
The amendments will be effective March 9, 2024, and Human Resources & Risk Management will communicate the amendments to departments. Additional non-substantive and formatting changes may be made prior to distribution.
Expected Impact:
The update to the Breastfeeding/Lactation policy may have a fiscal impact if designated lactation rooms have to be established in County facilities. Human Resources & Risk Management will work with Engineering, Building Operations Services to establish needed lactation rooms or private, accessible areas for breastfeeding employees.
