Background and Discussion:

The Rules of Procedure, Conduct and Decorum establishes a set of rules for the governance of Commissioners Court meetings. To improve the flow of meetings, the Court is continuously looking at ways to increase efficiency. This version of the rules makes the following substantive changes:

1) Expands the agenda items allowed to be considered at business court to include:
a. "authorization to negotiate, awards, contracts, amendments, change orders, and service outlet locations as presented by Purchasing, Engineering, HCTRA, and HCFCD."
b. Transmittals to the Court
2) Requires all court offices to submit discussion items 24 hours in advance of the final posting of a meeting. This will allow the public to be aware of the items that are likely to be discussed.
3) Clarifies that only 2 resolutions can be presented per a regular court meeting.
4) Limits department director presentations to 10 minutes.

Non-substantive formatting and clarifying changes are also being proposed in this version of the rules.

Expected Impact:

Improve the efficiency of Commissioners Court regular and business court meeting operations.

Alternative Options:

The Rules of Procedure, Conduct, and Decorum would not incorporate the changes proposed by Commissioners during the September 19, 2024 and prior meeting discussions.
