Background and Discussion: The Bear Creek Village Subdivision is 675 acres generally bound by Clay Road to the south, State Highway 6 to the west, Addicks Satsuma Road to the north, and the Addicks Reservoir to the east. The structures in the subdivision have suffered repetitive flood losses. Most recently, during Hurricane Harvey, 1,396 structures were flooded. Prior to that, the Tax Day flood in April 2016 flooded 306 structures. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff. Drainage analysis has shown that street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flooding for the subdivision. The ...
