Request for approval of the Harris County Debt Management Policy.

Background and Discussion:
The policy sets guidelines for issuing debt and managing outstanding debt portfolio for the County and the Flood Control District to achieve the lowest cost of capital and maintain strong credit ratings. In compliance with the policy, it is updated, reviewed and submitted to court annually.
The policy included the following changes:
? On page 2 added a language for Capital Expenditures for Debt Purposes Policy.
? On page 4 added Hotel Occupancy Tax Senior Lien Revenue Bonds under Revenue Debt section.
? Under Variable Rate and Short-term Debt section, Series C-2 and Series K-2 were added.
