Background and Discussion:

Purchasing and the Office of the County Engineer are requesting authority be granted to the Harris County Purchasing Agent to award and amend Planning, Design and Construction contracts for the listed projects funded under the CDBG-DR and CDBG-MIT programs so those projects may proceed in an expedited manner. To ensure transparency, the construction contract award will be transmitted to a subsequent Harris County Commissioners Court agenda.

This delegation of authority supports Commissioners Court to grant signatory authority to the
Housing & Community Development (HCD) to take all necessary actions to submit applications, contract amendments and required documentation to the Texas GLO in the most expedited fashion so that operations funded by CDBG-DR or CDBG-MIT funds may proceed unhindered to completion.
