Background and Discussion:
This project is initiated in response to the recommendations from the "Visioning - The Hardy Downtown Connector" final conceptual study, approved by the commissioner's court. The Visioning report highlighted the need for a HCTRA facility in the vicinity of the Hardy Downtown Connector. The proposed HCTRA Facility will address HCTRAs tolling, safety, maintenance, and operational needs.
