Background and Discussion:
Harris County is the nation's third largest county and utilizes various funding sources including state and
federal grants. As such, Harris County seeks to establish contracts with qualified vendor(s) who can abide by
the state and federal grant requirements to provide security equipment and other related items for its
locations.
Expected Impact:
Gartner supplies the following to Universal Services:
1) Gartner as part of the service will provide expertise on pre-contract awards and competitive prices,
e.g., Universal Services and Purchasing was coach on how to work with Oracle on a contract
compliance item which may have resulted in millions in additional costs.
2) Gartner is educating our work force and improving the knowledge base.
3) Gartner will be providing best practices in operational areas, e.g., vendor management, lifecycle
management, security, data governance, software management.
