Background and Discussion:
As an accredited local health department for Harris County, HCPH develops a comprehensive Community
Health Assessment (CHA) every five years to identify key health needs and issues in Harris County through
comprehensive data collection and analysis. Conduent Healthy Communities Corporation was awarded the contract to complete the CHA with a term length of October 10, 2023 - October 9, 2024, with one (1) one-year renewal option. Due to various challenges and the vendor not meeting expectations for producing high-quality and timely work, Public Health services directed Purchasing to terminate the contract for convenience on August 29th, 2024, and halt work for the last/third milestone of the project.

Expected Impact:
As Public Health Services requested the vendor to halt all activities related to Milestone 3, only Milestones 1 and 2 will be paid out to the vendor. Public Health Services has already reproduced the analysis and created the comprehensive CHA report. Public Health Services will continue to carry out the rest of the project internally. Termination of the contract allows Public Health Services to confidently publish a high-quality report for key stakeholders, with anticipated transmittal for Commissioners Court on September 19, 2024.
