Background and Discussion:
Each year, Housing and Community Development (HCD) receives and administers for the County a entitlement grant award as a "Participating Jurisdiction" from HUD, i.e., (CDBG, HOME and ESG programs). Historically, HUD sends the award notification and grant agreements to Harris County after the start of the County's fiscal year. Since the County will not receive its 2025 HUD award letter on or before October 1, 2024, the County Auditor cannot certify the grant revenues in accordance with Texas Local Govt. Code 111.043. As a result, HCD must make temporary provision for administrative salaries and costs in anticipation of the award and make permanent provision for the grant's match needs.
