Request by the County Attorney for approval to submit comments to the U.S. Census Bureau opposing proposed rulemaking by the Census Bureau that will significantly impact the administration, process, and outcome of the 2030 census by systematically undermining and undercounting vulnerable populations.

Background and Discussion:
A new rule proposed by the Census Bureau will have major impacts on the 2030 census. The changes will impact who is counted, where they are counted, and what questions can be asked. Some of the biggest problems with the rulemaking include the following:
Exclusion of non-citizens without a green card from the apportionment count
Elimination of questions about race and ethnicity from the census form
Banning future questions about sexual orientation/gender identity
Tying residency to tax records rather than where people actually live
Removing specificity and increasing the risk that some groups (foster youth, students, people in shelters, etc.) will be missed or counted in the wrong place
