Background and Discussion:
The purpose of the Victim Coordinator and Liaison (VCLG) program is to fund the mandated positions
described in the Texas Code of Criminal Procedure, Article 56.04, specifically Victim Assistance Coordinators
(VAC) in prosecutor offices and Crime Victim Liaisons (CVL) in law enforcement agencies. The state grant funds
awarded are for the period beginning October 1, 2026 – August 31, 2027, with no match required.

Expected Impact:
This grant will fund a Victim Assistance Coordinator (VAC) position for the Domestic Violence Bureau in the Harris County District Attorney’s Office. This position will promote and educate the community and other
professionals about victim rights and services to identify crime victims and provide or refer them to needed services.

Alternative Options:
This allocates additional resources to the Domestic Violence Bureau. Without it, there will be a higher impact on the general fund.

County Strategic Plan Goal: 1. Make Harris County safer and more just.
