Background and Discussion:
Harris County Commissioners Court previously approved the Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), Neighborhood Stabilization Program (NSP) I and III, and Community Development Block Grant - Disaster Recovery (CDBG-DR) funds, were also subsequently approved by the U. S. Department of Housing and Urban Development (HUD). The following CDBG Funded projects are being amended:
2020 CDBG FUNDS:
* Project 2021-031 Sheldon Municipal Utility District: Waterline Improvements (Precinct 1).
o Deobligate $61,518.59 in 2021 CDBG Funds. Project completed. Total project funding, including previously awarded amounts, will be $376,705.41.
* Project 2021-037 Harris County Precinct 3: Mossy Oaks Subdivision Roadway Asphalt Rehabilitation Project (Emerald Forest) (Precinct 3).
o Deobligate $223,333.06 in 2020 CDBG Funds and deobligate $82,844.31 in 2021 CDBG Funds. Project completed. Total project funding, including previously awarded amounts, will be $1,141,049.13.
Expected Impact:
Approval is required to: Return unspent funds from completed projects. Total amounts deobligated include:
* Deobligate $223,333.06 in PY2020 CDBG Funds.
* Deobligate $144,362.90 in PY2021 CDBG Funds.
