Background and Discussion:
??All ARPA funds must be spent by December 31, 2026. The ARPA Steering Committee recommends consolidating all unspent funds from completed programs and using them to support the General Fund by utilizing an active contract that meets U.S. Treasury criteria. In the last quarter of calendar year 2026, unspent funds from cost savings or vacancies will need to be quickly re-obligated and spent.?

The La Salle Jail Outsourcing contract could be utilized to spend any remaining ARPA funds before the December 31, 2026, deadline. The contract meets the following criteria established by U.S. Treasury:
