Background and Discussion:
On March 14, 2023, Commissioner’s Court directed both the Harris County Engineering Department and the Harris County Toll Road Authority to update the Harris County Truck Route Study to determine the future freight needs of the county and identify investment opportunities that will ensure the safe and efficient movement of goods/services in the region while improving the quality of life for Harris County residents. The study should also determine possible alignments with the Texas Delivers 2050 Freight Plan.

On April 23, 2024, Commissioner’s Court approved the execution of an agreement with HDR Engineering, Inc., to provide professional engineering services for the update to the Harris County Truck Route Study/Freight Corridors Plan.

The Study began in May of 2024 and makes recommendations for freight-related projects along Harris County roadways, including planning-level cost estimates.
