Background and Discussion:
The Harris County Public Facility Corporation was created by Commissioners Court on November 13,2025 pursuant to Chapter 303 of the Texas Local Government Code for the purpose of for the purpose of incentivizing the creation and provision of affordable housing in line with the County’s Strategic Plan.

The Harris County Housing & Community Development Department ("HCD") possesses the organizational capacity, staffing, and financial management expertise necessary to provide administrative, programmatic, and accounting support to the HCPFC. HCD has historically supported Harris County–affiliated housing entities and is well equipped to provide operational, strategic, and financial support services needed by the HCPFC in order to effectively carry out its mission.

The HCPFC wishes to enter into an Interlocal Agreement ("ILA") with Harris County’s HCD in the amount of $400,000 annually to formalize the provision of staffing, administrative, and accounting services and passed a motion in support of this item on July 30, 2026.
