Background and Discussion:
Harris County Commissioners Court adopted the Consultation Policy on August 8, 2026, with an effective date of October 1, 2026. The policy establishes a “Management Agent”, which consists of nine (9) non-Eligible county employees designated to engage in consultation with the Consultation Agent through the Consultation Team. The 9 management representatives include one representative (a supervisory employee) from each Commissioner Court Office, as well as the County Administrator, Flood Control District Director, Toll Road Authority Director, and the Chief People Officer (Human Resources & Talent), or their designee, who will each serve as Management Representative ex-officio. Management Representatives appointed will each hold their appointment as Management Representative at will and may be removed at any time using the same process as governs their appointment.
