Background and Discussion:
On May 7,2024, in response to the significant rise in Intimate Partner Violence (IPV) and Domestic Violence (DV) in Harris County during the COVID-19 pandemic, Commissioners Court approved the Harris County Early Childhood Resiliency Fund to address the developmental and therapeutic needs of young children exposed to DV and IPV. Through grants to DV and IPV service providers, the program is intended to reach approximately 250 families and children with developmental and therapeutic supports.
The Harris County Domestic Violence Coordinating Council (HCDVCC) was selected as the intermediary to administer the program. HCDVCC now seeks a cost neutral amendment to the budget, allowing HCDVCC to invoice for the entirety of the "fund" in year one of the agreement. This will provide for improved efficiency in administering these dollars and paying invoices for the up to 20 grantees of the "fund."
