Background and Discussion:
By a 5-0 committee vote submitted September 4, 2026, the Space Planning Committee agreed to the updated guideline revisions adding the County Administrator as Co-Chair and seeks Commissioner Court approval for the final revisions

The Space Planning Committee facilitates a single, transparent, and consistently applied process for allocating, reassigning, or modifying facility space owned or leased by Harris County departments and offices, and – at times – recommends action to Commissioners Court. The guidelines apply to space occupied by OCA-reporting departments, appointed departments, and elected-led departments.

The guidelines exclude Court Office-occupied, -operated, and/or -managed facilities, including but not limited to community centers, parks, and maintenance facilities.
