Background and Discussion:
At the September 9, 2025, Commissioners Court meeting, the court discussed and amended the FY26 Proposed Budget, in that, the Court adopted a Strategic Hiring Policy. The Policy is in effect for the duration of Fiscal Year 2026, and began with the September 20, 2025, pay period and ends on September 30, 2026, unless otherwise rescinded by Commissioners Court.
The strategic hiring policy allows for certain exemptions for either a whole department or a classification. Per the strategic hiring standard operating procedure (SOP), departments may request additional position exemptions as operational needs change. The Office of County Administration (OCA) will submit an item to Commissioners Court with all the requested exemptions and include a recommendation. All exemptions to the policy require Commissioners Court approval.
The attached Strategic Hiring Request Forms include justification for the request provided by the department, a fiscal summary reviewed by the Office of Management and Budget (OMB), and a recommendation from OCA.
