Background and Discussion:
On September 27, 2022, Commissioners Court approved the Tri-Party Agreement between Harris County, the City of Houston, and Buffalo Bayou Partnership. This agreement outlined the development, construction, and maintenance of the Buffalo Bayou East Project. As part of this project, the City and County agreed to split 50% of the maintenance funds associated with the project. The County agreed to join TIRZ 18 and use County tax increment associated with the TIRZ to fund maintenance payments.


Expected Impact:
Approval of this item will fulfill part of the County's obligations under the Tri-Party agreement and set up the mechanism to provide part of the operating funding for Buffalo Bayou East. Due to the anticipated growth of taxes, there is no expected financial impact to the County. The County will have the opportunity to add appointees to the TIRZ before December 31, 2023.


Alternative Options:
Court could choose to not approve the agreement, renegotiate parts of the Tri-Party agreement with the City of Houston and Buffalo Bayou Partnership and find a different way to fulfill previous obligations.
