Request by the Office of the Purchasing Agent for approval of an award on the basis of successful negotiations with the highest overall evaluation and that the County Judge execute an agreement with HR Green, Inc. in the amount of $2,036,970 for professional engineering and support services for Helms Stormwater Detention basin and conveyance improvements for the Flood Control District for the period of October 15, 2026 - Completion (250218), MWBE Contracted Goal: 16.18%.

Background and Discussion:
This Agreement provides for final design, bidding and construction phase services for Helms Stormwater Detention Basin and Conveyance Improvements for the Harris County Flood Control District. The scope includes enclosing tributary P118-26-00, increasing its capacity, and expanding stormwater detention basins P518-26-01 and P518-26-02. The stormwater detention basins will also be converted from wet-bottom to dry-bottom configuration.
Expected Impact:
The Project seeks to reduce flooding risk in the Halls Bayou tributary P118-26-00 watershed by increasing stormwater conveyance and detention capacity in the tributary. The proposed improvements are estimated to remove 207 acres of land and benefit 58 structures in a 500-year pre-Atlas 14 storm event.
