Background and Discussion:
Each year, TCDRS actuarially determines a required rate that Harris County must contribute to fund employee pension benefits and pay off its unfunded liability over a fixed amortization period. Harris County also has the option to elect a higher contribution rate. The 2027 required employer contribution rate of 14.32% was incorporated into the FY27 budget adopted by Commissioners Court on September 17, 2026, and this item formally approves the required rate as mandated by TCDRS.

Once approved, the Office of Management and Budget will submit any documentation requested by TCDRS and coordinate with the County Judge on any necessary certifications that require a signature.

Expected Impact:
Contributing at the required rate has no impact on employee or retiree pension benefits. By contributing at the required rate, Harris County continues to responsibly fund its pension plan and pay off its unfunded liability. The funded ratio of the plan was 90.1% as of December 31, 2025.
