Background and Discussion:
This is an acquisition of a 7.191 acre tract in fee simple and a 0.6465 acre acquisition for a permanent non-exclusive access easement, both needed by HCFCD for its Q128-00-00 Channel Conveyance Project. The acquisition is part of a 200-acre property located in Crosby, TX. It is currently in use as a gun shooting range.  The fee acquisition is along an existing drainage channel which will widen the channel and improve conveyance. The access easement runs perpendicular to the fee acquisition and is for the purpose of allowing HCFCD personnel access to maintain the channel.  A bridge which crosses the channel is the property’s sole access point. HCFCD’s acquisition specifically excludes the acquisition of this bridge. The appraiser’s were pretty close on land value ( $.40 psf vs. $47 psf).  The main point of contention was the cost to cure.  HCFCD’s appraiser only awarded $32,254 to restore lost fencing.
