Background and Discussion:
Approval to add one (1) Procurement Coordinator IV position to the Office of the Purchasing Agent to support the new Vendor Management service level. Funds were approved as part of HCPA SER2 operational imperative in Commissioners Court on September 8, 2026. The new service level is under development.

Expected Impact:
The position will strengthen centralized vendor oversight by improving the County’s ability to assess, document, and track vendor performance throughout contract lifecycles. The position will provide dedicated support for vendor performance monitoring, supplier and department communications and user support, ERP vendor administration, and other Countywide vendor management related activities. Consistent performance records will improve visibility across departments, support earlier identification of recurring vendor issues, and provide a more reliable history for future procurement decisions. This capacity will support oversight of the County’s expanding vendor requirements, including MWBE participation, minimum wage, safety, and other performance and compliance obligations.
