Background and Discussion:
The County currently owns one 17-year-old mini horse, who has been housed at the Bear Creek Animal Sanctuary and previously supported therapeutic and outreach efforts. Due to the animal's age and updated operational needs, the County determined that the animal is no longer needed for ongoing Precinct 4 programming and would instead serve greater public need through a new placement at an identified 501(c)(3) nonprofit organization.

Special CHEERS, a 501(c)(3) nonprofit organization that provides therapeutic riding and equine-assisted services to individuals with special needs, has agreed to accept the donation of the mini horse if authorized by the County. The organization's acceptance of the donation constitutes adequate consideration under the statute.

Additionally, pursuing an auction sale of the animal would likely result in no bids or a bid amount insufficient to cover the County's administrative costs. In accordance with Texas Local Government Code ? 263.152(4), the County may donate surplus property if the donation serves a public purpose and adequate consideration is received.
