Background and Discussion:

The Texas Health and Human Services Commission (HHSC) is entering into a grant agreement with The Harris Center for Mental Health and Intellectual and Developmental Disabilities to establish a temporary residential facility offering acute care services for up to 30 days for Children Without Placement in Harris County, after which the Texas Department of Family and Protective Services will assume responsibility for the youth in that center.

The proposed $16 million initiative includes an $8 million grant from HHSC with an $8 million in-kind match, which will consist of infrastructure improvements already planned for Burnett Bayland Park, where the facility will be located. The County will maintain ownership of the underlying land and building construct, but its use is restricted for at least ten years or until the building has been depreciated by the State.
