Background and Discussion:
This request supports the creation of 1 position within the Office of Financial Services will strengthen Harris County Public Health's business intelligence and financial reporting capabilities while ensuring continuity of critical data and analytics functions. This position also supports the department's succession planning efforts. The current incumbent possesses specialized institutional knowledge and technical expertise and is expected to retire within the next five years. Because these skills require significant time to develop, adding this position now will allow for knowledge transfer, cross-training, and continuity of operations before the anticipated retirement. Additionally, the function currently has no dedicated backup, creating a risk to critical reporting and decision-support activities.
This position will be funded through the Medicaid Admin Claim (MAC). Funding will support the salary, benefits, and associated operating costs for this ongoing position.
