Background and Discussion:
Funded by the U.S. Department of Energy (DOE), the ZEEBRA program supports consumer electronics and battery recycling education and participation in Harris County.
DOE issued Award Modification 0001, effective June 1, 2026, extending Budget Period 1 through December 31, 2026 and the total grant period through December 31, 2028. On July 30, 2026, Commissioners Court approved acceptance of the award modification and its updated Special Terms and Conditions.
Harris County previously executed and amended a subrecipient agreement with Elevate Communications, Inc. for implementation of the ZEEBRA program. A second amendment is needed to incorporate changes from DOE's amended award into subrecipient agreements - including updated budget period terms and updated Special Terms and Conditions for the award.
