Background and Discussion:
The Harris County Houston Sports Authority (HCHSA) submitted a letter seeking approval from Commissioners Court to allow their 28 full-time employees to join Harris County's health benefits plan beginning January 1, 2026. If approved, Human Resources and Talent will coordinate with the County Attorney's Office to draft an interlocal agreement with subsequent approval by Commissioners Court.

Harris County currently has interlocal agreements with Harris County Housing Authority and Harris County Sports & Convention Corporation that allows their eligible employees to participate in Harris County's health benefits plan including medical, dental and vision.

Expected Impact:
The Harris County Houston Sports Authority would pay 100% of the calculated premium to participate in the County's benefits plan. HCHSA is projecting considerable cost savings by being blended within the pool of covered Harris County employees rather than being evaluated as a stand-alone plan for only 28 employees.
