Background and Discussion:
On October 16, 2025, Commissioners Court accepted a total of $1,013,859.32 in FY 2025 Port Security Grant
Program funds. Out of that amount, Harris County Universal Services (HCUS) has been awarded $238,856 for
maritime security risk mitigation in accordance with Investment Justification No. 1. The total award of
$238,856 consists of $179,142 in FY 2025 PSGP grant funds with a match of $59,714 from the Houston Ship
Channel Security District.
Expected Impact:
This portion of grant funding will complete the program priorities to buy down risks associated with PSGP Homeland Security guidelines.
