Background and Discussion:
The temporary construction detour was designed by the Engineer of Record and installed per the plans. After installation several spots of the detour began to degrade, and the road began to fall apart. Precinct 4 received numerous complaints and advised that they wanted the detour rebuilt to withstand the traffic the road handles daily. After consulting with the Engineer, it was determined that the soils on site were insufficient to hold up to road standards. The engineer recommended removing the unsuitable soils and replacing them with select fill. Also, the recommendation was made to thicken the base layer to double what was designed originally. The additional work was approved by Precinct 4.

* Changes associated with the additional work include Removing existing Asphalt Base, Borrow Fill, Special Excavation, Additional Detour installations, and additional Uniformed Off Duty Police Hours for Traffic Control.
