Background and Discussion:

The American Rescue Plan Act (ARPA) was passed by Congress in March 2021 to provide additional relief to address the continued impact of COVID-19 on the economy, public health, state and local governments, individuals, and businesses. ARPA funding provides for rental relief, as well as State and Local Fiscal Recovery Funds (SLFRF). SLFRF can be spent at the discretion of the jurisdiction receiving the funds so they can best serve local communities.

 

In March 2021, Harris County received $915 million in ARPA funding from the U.S. Department of the Treasury, which must be committed by the end of 2024 and spent by the end of 2026. Harris County Commissioners Court set out five clear priorities: Health, Housing, Jobs and Education, Justice & Safety, and County Operations. The ARPA Portfolio Management Office (PMO) works across Commissioners Court offices, County departments, external program administrators and other stakeholders to ensure programs meet programmatic and compliance objectives.

 

Expected Impact:

Vendor will continue to support the ARPA PMO in the selection, implementation, evaluation, and close-out of projects across the portfolio. Vendor will continue providing technical assistance to understand federal compliance guidelines for program eligibility, implementation, and monitoring. Vendor will continue helping the ARPA PMO track key performance indicators (KPIs), collect granular data from subrecipients, complete reports required by the U.S. Department of the Treasury, and ensure compliance and monitoring plans are developed and executed.

 

Alternative Options:

Not receiving this support would limit Harris County’s ability to meet compliance and reporting requirements established by the U.S. Department of the Treasury, increasing portfolio risks.
